Why is it that I cannot re-size windows in Windows XP?

It can be possible that your screen resolution is set too low. Then, even though you would hit the enlarge button on the upper-right corner of the window, it just does not seem to work. Change your screen resolution from the Control Panel's special section for the screen.

That is becuase there isn't ability, as the player have set. CBS are attempting to limit the bandwidth size ,depending on the program , able to switch to full screen.

In order to resize a windows in windows xp, the "window", must be on windowed move (between minimize & close). Once it's in the windows mode you can change it.

I'm afraid it's been rendered quite irrelevant; I found that it doesn't load, period. (Doesn't even get to the standard Windows logo screen... )
