Why is it bad to operate with unestablished rules in a community association?

When the rules are written and agreed upon, there is no question as to what the rules are. When the rules are not written, they are not necessarily agreed up, and they easily become contentious as various interpretations and memory failure come into play.

If the community association does not have established rules, then the rules are whatever the community association says. Then the rules may change, since they are not established and documented. This makes the rules potentially arbitrary, ever changing, and potentially biased. This opens the door to lawsuits.
