Is it common for a community well that is above the ground to have rust and sludge in the tank and galvanized pipe?

Just because something is common doesn't make it good. If you would not drink from it directly, find out what purifying steps are in place and find out what the tests on the water show -- tests done from people's private taps, because water fom the pipes is the water that you are drinking.

The rust and sludge in the tank will be present if the above ground well is not taken care of and maintained. Galvanized pipe is common for outdoor water plumbing.

Sludge in the well needs to be removed over so often. This needs to be done every 3-5 years. This sludge is caused by items such as grease, fat and hair not all being leeched out of the tank. Over time it builds up and needs to be removed. Call your health department if you are worried.
