Laptops generally have a power conservation mode when running on batteries. Depending on the manufacturer of your machine, this may cause the effect you describe due to reduced clocking speeds, etc
It may blur because of the brightness settings. Click on the battery sign on the taskbar,on the left pane there's an Adjust Brightness sign, click on it and adjust settings.
