Who has jurisdiction on theft by deception?

It depends on what was stolen and by what means of deception. The crime would be prosecuted by the authorities at that level, including federal.

Jurisdiction resides with the District Court within whose boundaries the crime was committed. However, if this constitutes a felony, involves the mail, crosses state lines or takes place on a reservation or military facility,you may find yourself in a jurisdiction you certainly don't want to mess with- the Federal Government.
