Rice is a sort of grass and rice grass has long stems just like any other grass. This stem when dried is rice straw. It's used for a lot of purposes in cooking, building, crafts and much more.

Rice straw is basically stalks of rice put together. It usually can be used to make rice paper, which is a paper made out of rice. Rice paper is used for cigarettes and holds the tobacco in place. Straw usually means a stalk or quantity of an object and in farming terms, applies to rice, rye and etc.
