What do the circled letters on a dollar bill represent?

It represents the minting location of the bill. For example, C represents the Philadelphia mint, L is for San Francisco, A is for Boston, and F is for Atlanta. K is the Dallas mint, B is New York, D is Cleveland, and E is Richmond. That letter also begins the bill's serial number, which is unique to each bill.

They are the seal of the issuing Federal Reserve District. The letters represent the order of their establishment, so B = New York, while L = San Francisco, and A=Boston.
