Yes 1964 quarters are rare. This is because most quarters and other denominations of coins before the year 1965 were made of at least 50 percent to 90 percent silver. Quarters I believe had at least an 80 percent silver content. Since 1965 the mints have pulled out silver quarters from circulation and replaced them with nickel copper alloy quarters.

It is not that the 1964 quarter is rare, but it is because it is difficult to find them in mint condition. The coin's condition affects the value of it. One source is coin auctions, but be prepared to pay as high as $50 for that quarter you want.
