Why won't turning the bike pedals move the bike?

If the bike doesn't move when you pedal, there's one simple answer to your problem. Turning pedals and no movement means no chain. You've either broken the chain or it has ridden off the front or back gears.

If you are turning your pedals and the bike doesn't move you need to take a look at the chain. If the chain has fallen off the sprockets then the bike wheels won't turn. The pedals make the sprocket turn, which makes the chain turn, which makes the wheels turn.
