It could be for a number of reasons if there is a new baby and he is jealous he may not like something outside.

It could be a new "behavioral" problem that is arising. He could be doing it for attention. Is the dog old? If it is he could be able to not hold it as long, or he could be literately forgetting that he needs to go outside. If he is acting strange in any other way take him to the vet.

Your dog is likely experiencing either an emotional or physical upset. For example, the dog may have a bladder infection, or is perhaps on a medication that causes more frequent urination. Or, potentially something may have changed in his environment - like your work schedule, where he eats/sleeps, or perhaps a new animal or human in your life.
