Believe it or not AC units don't run "hot" they get cold because of the freon in the pipes, the attic serves as a good conduit to insulate.

Cost. It's cheaper to install the air handler in the attic and run a short amount of ductwork to the rooms of the home, than it is to put the unit in the garage or a closet inside the home. The builder wants all the floor space inside the house.

It is usually common since they can hold the weight on the attic which is great in order for additional room in the house. However when it comes to maintenance, it is considered easy access then the basement.

The most common reason that heat and air is installed in the attic of a home is because the attic traps heat during the summer and cold air during the winter, causing the HVAC unit to work harder and therefore increasing the electric bill. It also helps extend the life of the roof, especially during the summer months.
