You dog is itching the area around the anus. He might simply have an itch, the area could be irritated, or he may have an anal gland that needs expressed.

He may just have an itchy butt, and I'm not being facetious, if this only occurs sporadically. If constant, he may have obstipation- absolutely bound up, so check if he can "poop". However, this can also indicate worms, or itching due to infestations such as mange, etc.
