It's probably a fungal leaf disease called septoria leaf spot. It is similar to black spot on roses. Usually it happens after a lot of damp and humid weather. You should get rid of all the infected plants. You can use a fungicide from your garden center that is specifically made for this plant disease.

The problem could be bugs. Possibly spider mites. Spray your plant with a commercial or homemade bug treatment. Also give you plant proper watering and sunlight.

Black spots found on black-eyed Susan's are caused by a fungal leaf disease called septoria. Since overcrowding is the main cause separate them in late fall or early spring.

Septoria leaf spots are common and the spores are spread by water splashes. Water plant soil and not plants themselves to help prevent. Tiny black dots within the spots are waiting to release spores. Use fungicides to reduce as directed. Ortho Garden Disease Control is recommended. Cut back at end of season.

It has black spots because of a disease. There may have been mites eating out your plant. Use some raid.
