Why do you say "best wishes" at a wedding?

Can you say "good luck"?

Best wishes almost sounds like the expectations of a break up or divorce is bound to be. Good Luck is a better term to use if you are a leprechaun waiting for a pot of gold. Stay Blessed sounds much more advanced from the traditional, but by all means wishing a Marriage to be prosperous for the 2 of you.

You say best wishes at weddings because it means that you wish them a long and happy marriage and when you say good luck it sounds a bit sarcastic and like you do not think their marriage is going to last. Best wishes just sounds nicer. You can say good luck though if the couple has a sense of humor.
