Why are beach bathrooms always filthy?

When it comes to many public bathrooms, the general public does not care about keeping a bathroom clean. I imagine that the individuals would not be as dirty at home.

Due to the high amount of traffic beach bathrooms get, and the few attendants that are probably spaced out for all the public bathrooms they are responsible for, it is easy to see how they get filthy. People don't take care of them, and many people track in dirt, sand or water. Don't go in the ocean, that's just disgusting.
