I recommend Sammies by Samsonite. Not only are they colorful and fashionable, but functional. Each boot has "handles" on the sides which make them easy to pull on and off.
Gymboree makes some awesome rainboots for girls. You can check and see if they are on sale and try to use a coupon. Also have seen them at Target for a good price.
