Where is the circle tool on Photoshop?

Right click on the rectangle tool and select the ellipse drawing tool. This is the last button in the third category. While drawing the ellipse, if you hold the shift key, you will get a perfect circle. This is for Photoshop CS4, but if I remember correctly, older version had the ellipse tool too.

The circle tool is in the standard tools pallet, there is an icon with a little dashed box. Just click and hold on that box, and select the circle option.

Normally you can hold the mouse button down over the rectangle tool for other shape options. Choose the shape you want from the sub menu.

On the toolbar on the left is the rectangle tool- click it with your mouse. If you hold down your mouse then you will also see the ellipse tool - click that. Also, the ellipse tool button appears in the ribbon above the workspace. To make a circle, hold down the shift key while dragging the mouse.

There is no circle tool, if you want to draw circle choose ellipse tool and drag it with holding shift key and set its fill property '0'.
