Oklahoma has the lowest cost of living. Since not many people want to live there, there isn't a large population creating the demand that drives the price of housing and consumer goods up. It's due to a small population giving the large land area and large natural resources such as natural gas and oil that help support the state's economy.

Tennessee has a fairly low cost of living. This can be done when the government steps in to provide few services to its citizens and consequently lowering taxes. Cost of Living is connected quite closely with Quality of Life; In almost every state, you get what you pay for as with all other services.
