What size keys should be on a child's keyboard?

My piano teacher said it should be full-sized keys, but her hands are too small.

when your learning how to play piano it is good to start with full sized strings as they forse your childs hands to stretch out properly to the feel of the piano

As someone who played piano at a very young age, I must say keep the keys standard size! Her hands will grow.
