What should I know about a test light that shows power where the ground should be?

You should now that the ground is probably shorted to one of the phases. Also, if you have an unbalanced system, current could be flowing thru the neutral and therefore thru the ground wire causing the test light to show the power.

For carrying current only wires with insultion coted are used. some time hot and Neutral might have been reversed. To test whether the wire is hot or neutral use the tester If the light in the testor glows we can know that it is hot wire. This is essentially required to know before doing any work in an elecrtical circuit
