What should I get my mother-in-law for her birthday?

Well if she likes gardening, maybe cater to that interest, and find a beautiful exotic flower or plant she can grow. Make sure to keep in mind the type of climate and light needed for the plant you buy, but its a great gift. She'll think of you every time she tends it.

Fill a pretty basket with gardening items like gloves, bulbs, seeds, trowel, sunscreen. Add in a journal and pens. Once you start the possibilities are endless for this thoughtfull gift.

You might consider giving your mother-in-law a gardening journal or planner. In it, she can record what she has planted, how it is doing and plan for next year.

Well, you might get her a gift certificate from a local gardening center considering she's interested in gardening. Or if she's computer savvy you could always get her one for an unusual online seed store so she can grow something interesting she might not have had. For the writing you could get her blank journals to write in.
