Determine the source of the rash--it could be infection, fleas, or allergies. Your vet should be able to prescribe you with a pill or salve to clear it right up.

It sounds like your dog has what is called a "hot spot". Trim around the sore, rinse with hydrogen peroxide, keep clean, and use an oatmeal compress. Apply cortisone after the compress. If the rash does not seem to heal within 24 hours you will need to call a vet and schedule an appointment.

Keep the area from getting dirty, and make an appointment with your vet to have it checked out ASAP. Rashes can be serious if not treated.

I would take your dog to the vet and have the vet check it out. They are far more skilled in this type of thing than I am. Your dog may have a serious condition, that needs immediate medical attention.
