There either has to be a water pipe broken, a natural spring or it is a seep from a leak located near your property.

find the shut-off valve (or meterbox) at the property line. try to figure out where the water enters the house. look at the meter, there is normally a leak detector (small red triangle) that moves with even small flow of water.

First check with your water company to check for water line leaks. There is also a chance you might have springs in your area.

Start by determining where your water main passes through your yard. Turn off all the water in your house and check to see if your water meter is still turning. If it is, consider calling plumber. Depending on where you live, you may have natural springs in your yard.

It sounds like you have a water pipe or sewer pipe that has broken. This is a very messy job. Call the city water department for help.

I would make sure you know where your particular piping is under your yard so that you wont be looking everywhere.
