Film is developed in a mix of chemicals. Different types of film, whether black and white or color, use different processes. Color films can be developed with a C-41 liquid color negative developing kit. Purchasing one of these will allow someone to develop their own film at home, provided they have a dark room and some common other things.

Because film is made for specific purposes, chemicals used for processing will often be different. For instance, high resolution black and white film will require different chemicals than low light film. Color negative film is relatively uniform, but color slide film is quite a bit different. For specifics, Kodak or other film manufacturers offer assistance through their tech centers.
