It mans "by voice" in Latin. It means oral evidence given in court opposed to it being writen as in an affidavid.

"Viva Voce" literally translates to living voice. It is a term used in the court when a witness delivers his evidence, and also a term used in the voting system. When one votes without a ballet, they are using their voice to vote. This can be for people who cannot vote.
