What is the rate used to determine child support?

I am trying to figure out how much to pay.

There is a minimum child support rate depends on the state where you live. Many states charge 10% of your income or the minimum amount, whichever is larger.

The base it off the income of both parents and how many children that you have. If each parent has one kid no one has to pay.

It does vary from state to state, so your best bet is to contact your local district attorney's child support division. But I do believe it is like 25% of your base pay after your taxes are taken out. I know that each person is different and they do take into consideration how many children you have.
