Child cruelty includes verbal, physical, or psychological abuse -- any act that causes unreasonable stress and trauma to the child. Child cruelty is not simply being angry, but performing actions that cause mental or physical damage to the child.

Child cruelty is when an adult or a caretaker treats the child in a very cruel manner. The bad treatment can be making the child put their hands in very hot water. Starving a child because the adult feels like it. Making children engage in prostitution as a way to make money.

"Child cruelty," for the most part, is synonymous with "child abuse" when it is used legally. It encompasses physical or psychological/emotional mistreatment of children, including, according to the CDC as "any act or series of acts of commission or omission by a parent or other caregiver that results in harm."

In the US, its broadly defined as the physical, psychological or emotional mistreatment of someone under the age of 18. Its more practically defined as any act or failure to act that leads to the harm of a child, so it can include neglect.

The legal definition is long so I'll shorten it. The legal definition states that child cruelty is whipping them unnecessarily, or by neglecting to provide for them those necessaries which their helpless condition requires, neglecting to provide adequate food and water, medical care and exposing them to inclement weather.
