What is the high school defensive chop block rule?

It varies slightly from state to state, but the rule states that a player may not block another player below the waist at anytime during the game. The one exception is that when players are engaged within 3 yards of the line of scrimmage "cut" blocking is allowed as long as only one player is engaged at a time.

A lineman can't move backwards as if to pass-block and then stop an opposing player by going below his waist to stop him. You must be moving forward to block anyone below the waist.
