Thinking is considering a subject that has an answer and you are trying to solve. Ruminating is dwelling about something you can do nothing about and makes you sad/angry.

Ruminating is using a person's experiences as well as knowledge to come to a conclusion. Whereas, thinking is more analytical, using the knowledge base and facts to come to a conclusion. Ruminating may involve weighing options and factors as well as taking into account emotions. Thinking is more straight factual interpretation.

Thinking is more active and positive, while ruminating is just dwelling on something, chewing it over and over.
