What is the correct Herman Tortoise habitat setup?

I have a new Herman tortoise and want to have the best habitat for him.

Tortoise's need both shady spots and warm spots for their best health. Ensure they have ample water, with access to sunlight in and out of the water. Also make sure that the shady areas have ramps to and from dry land so the tortoise can relax as it chooses.

Your Herman Tortoise habitat, should have a heat lamp and an area for shade so it can maintain it's body temperature. For a base, you can use cedar chips, sand, or a mixture of both. Your habitat should also have a small pond, or something for water, for emergency cooling for your Herman Tortoise.

Cedar chips make a good ground cover for tortoises, although sand will work as well. Provide a heat lamp and a shaded area so they can regulate their temperature. Also, a small pond with provide them with emergency cooling and a drinking water source.

Go to your local pet store and tell them what you have then ask them what to get for it to have the complete best habitat so it will stay very healthy and happy.
