What is the best way to set flagstone in mortar?

Lay fine sand and make sure it is level. Set the flagstone on the sand. Mix mortar and lay between flagstone and finish off with fine sand.

Lay the flagstone on top of a dry mortar mix, and then add water slowly to allow it to settle into the ground. Hydrated limestone is also optional. Do not over water.
