The two brands I would suggest are Yamaha YCL-250CA clarinet or the LeBlanc USA 7242 Bb clarinet model. The best clarinets to get are probably plastic or a mixture of wood and plastic because the instruments can handle better against being dropped and also will last better through rough treatment.

If this is her first instrument, any relatively cheap student clarinet should be fine. An employee at the local music store can help you find one. Yamaha is the first brand that comes to mind. A cheap instrument with a good mouthpiece will be great for a beginner. If you want a really good instrument, try Buffet.

Contact a teacher in the neighbourhood for example a music school. Most likely the teacher can provide the best way of choosing an instrument. It is however possible to go to a music shop and get some good advise over there. Most starter instrumens are made of plastics and not very expensive. Mabey rent an instrument is optional.

There aren't really different kinds of clarinets, but most music teachers recommend that beginners try playing the recorder first. The recorder looks similar to the clarinet, and uses the same methods. There are only three different notes on the recorder so it is really good for learning the basics, and will be a good stepping stone for the clarinet.

The Buffet B-12, Yamaha 34, and Vito 74XX are popular with beginners. Only purchase used clarinets from a reputable music store with its own repair shop.

Depending on her age, I would give her the advise to practise on a regular flute first. That way she gains the experience and technique for how to blow on a flute.
