What is required to receive a Buddhist blessing?

One has to be a true believer in non-violence and global peace. One has to love all the living beings the world over and try to inculcate this feeling of peaceful co-existence amongst all fellow homosapiens. This would enable one and all to receive the cherished blessings and enrich everyone with eternal bliss.

it depends on what scale you are talking about. there could be a full gala ceremony as in case of a new born baby;or use of prayer flags as often seen remember Buddhism preaches humility so to receive blessings you have to shun all humanly ego and accept your teachers as your true superior
