Primary driver of welfare economy is government transfer payments. There are components of charity cash or donated services, legitimate taxable work, cash-based legitimate work and one of illegal activity.

Purely capitalist economies have only the social safety net of family, friends, and private charity. Command economies (communism) can choose to provide welfare for those unable to work. Mixed economies (socialism, fascism) can allow private business but support welfare provided by the state.
