What is involved in restoring a painting?

Generally, either cleaning it up by removing dirt, oil, etc., or researching what it looked like and repainting it. It's not something an amateur can do easily.

It is very technical, especially for older paintings. It starts with careful cleaning - dusting or wiping with a damp cloth. Sometimes old varnish is chemically removed and replaced, and any tears or stains are repaired and repainted. Occasionally top layers of paint are removed and the colors brought back to life with modern varnish.

Well, if you want to restore a painting for cheap, take it to a third world country like India and you will get it done for cheap. They will enhance the image quality.

Paintings are restored primarily by cleaning contaminents off their surfaces, and by repairing any canvas/fabric & frame damage. Contaminents are painstakingly removed by rolling cotton-swabs over the painting surface, human-saliva is often used as a safe-solvent. Attempts are made to repair other damage using as orginal materials as possible, and to only repair the damage without altering the artwork.
