"Cover Two" in football is when everyone is in zone coverage but the down linemen and the corner backs play zone on the line. Linebackers cover the middle of the field in zone coverage and there are 2 safeties covering deep.

It is a defensive move or play stategy. I am not a football fan but the the coach uses that play as last resort.
