The VDB initials stood for Victor David Brenner who designed the 1909 penny at the request of Theodore Roosevelt. Mr. Brenner also designed Lincoln's image for the penny.

The easy answer is the VDB penny is a penny coin minted in 1909, newly re-designed by Victor D. Brenner, a Russian immigrant and former counterfeiter. Due to questions regarding his less than legal background, his initials were removed from future strikes of the coin.
