A half-lie is called such because it does not tell the "truth" because it does not tell the whole story. It's not perjury. But, not the truth, either.

A half lie is likely a statement that is partly true and partly false. One element of the statement is likely a lie, but the other element is true. For instance an individual may say he is "at a friend's birthday party", when in reality he is at a stranger's birthday party. Such a statement might be a half lie.

A half lie is a complete lie. Only the full truth is the truth. Omitting certain aspects of a situation does not make sense, and won't make a statement true.
