A good but cheap DVD player is the Toshiba Factory-Refurbished DVD Player with HD Upconversion and HDMI Cable, model number SDK1000. With this DVD player you can watch your favorite DVDs in high-definition thanks to the the 1080p upconversion. This model supports CD, DVD, JPEG, MP3 and WMA formats. This DVD player costs between $30-$40.

I'm not sure what your definition of cheap is, or what exactly your price range is, but Panasonic makes a beautiful 1080p upscaling dvd player, which will actually increase picture quality to almost high definition. It usually retails for a price of around $69.99, but if you wait for a sale, you can get one for around 50 bucks.

If you want a decent DVD player but do not want to spend a fortune on it, Walmart has a Magnavox for about thirty dollars and it plays DVD's just fine. It does not do all of the fancy extras that the more expensive machines do like play MP3 or cd files.

I have had my Magnavox MWD200F for 4 or 5 years now without any problems at all. It is very basic. It only cost $29, and I use it every single day.
