What is a "bad" carbohydrate?

I don't understand how you tell the difference.

"Bad" carbohydrates are refined carbs that cause your blood sugar to spike. Examples include white bread, white rice, and white potatoes. Try brown rice and whole grains instead.

It is a starch that is easily digested by the body. It is usually turned into fat if not used. A "good" carbohydrate consists of whole foods.
