The political entity that most commonly referred to a mother country was the Soviet Union (united socialist soviet republics). That would correlate that economic philosophy with communism, where the government theoretically both owns and manages everything. In reality, the government owned everything and those in the Communist Party had the best food, clothing, housing, the only cars.
