It means you either have corrupted data or a physical error on your hard drive. You need to run a complete scan of the hard drive using either the utility provided by Windows 98 in the Control Panel, or a 3rd party one. This will tell you if it is repairable or not and mark off the bad area.

Bad clusters are pysical defects of hard drive magnetic surface, It can occur if the PC gets hit by some thing or falls off, so there will be a chance of the hard disk getting damaged also there will be chances of manufacturing defects.

Occasionally, hard drives develop problems on the surface of the platters inside. This error message probably means that an important file is being stored on a place in the drive where there is a problem. Most disk scanning programs will identify bad clusters and move data to good clusters.

It means part of your hard drive is damaged. Depending on the damage, you might be able to repair it. If it's physical, buy a new hard drive.
