A quiet leader is a person who assumes leadership in a discreet manner, or where others do not immediately recognise the leader as such. Being a quiet leader may at times be considered a compliment, but it depends on the context.

This is the kind of person who does what is required and others follow what he/she is doing without asking or taking orders. People follow their footsteps because they admire or agree with what this person is doing. It is good to be like that person.
