What does it mean if a teacher refers to your child as average?

My son's first grade teacher wrote that he was average in his school work.

All this means is that your son is performing at an average level with his peers. He is neither performing better nor worse than his classmates; he is average.

This is not necessarily a negative comment. An average student means that the student is performing in the normal, acceptable range for his/her age.

This is nothing to worry about. It means that your child is not having problems in his schoolwork, yet is not one of the kids who excels so much that he stands out. There is nothing wrong with being average, that probably is equivelent to a B grade.
