Social drinking problems refers to people who drink too much, or simply can't handle their alcohol, during social events. It doesn't necessarily mean they have a drinking problem (don't drink alone, doesn't affect their relationships with others, or their work, etc. ), but they have a tendency to drink a lot/embarrass themselves in social settings.

I would guess that this refers to something like binge drinking or excessive drinking at social events like parties or something.
