What could be causing windows restore to not be working?

One main reason could be that there is no restore point. Windows can only restore your system to a previous state if that previous state was saved. Also, there are some things that restore cannot fix - like deleted files etc.

Windows system restore by defult is turned off with a new computer. In able for Windows restore to work, you need to turn it on and create a restore point.

a system restore point can become unstable due to viruses, system overload (too much data on the disk) or corruption due to space limitation on the amount of storage for system restore availability.

It is possible that you may have contracted a type of malware of virus program. The Windows Restore feature may also be disabled or not have a previous save point.

One cause for WIndows restore not to work is a local or group ploicy that does not permit Windows restore.
