Toddlers need to be constantly observed, as opposed to being "pestered." Common sense, logic, and a bit of intuition rolled into one should keep one abreast of a toddler's wellbeing. If anything unusual - a growth, etc., appears on a toddler, with all deliberate speed get to a medical professional. No one else is qualified to answer.

The lump could be an enlarged lymph node. When a person is sick and has a virus or a head cold of some sort, the lymph nodes tend to become enlarged. The younger the child, the lower their immunity and the easier it is for them to become sick.

It could be a swollen lymph node which could be a sign of a strep throat infection. I would make a doctor's appointment for him/her.
