If there is a substantial amount of hydrostatic pressure on a wall, (a basement wall, for example) then water will seep through the cinder blocks and cause dampness.
Unless there is some sort of leak in or above the wall, the moisture is likely condensation--water in warm air will stick to cool cinder blocks. Try using a dehumidifier.
Most of the time you will get moisture due to condensation. Either the bricks are getting heated to much on the outside or on the inside of the building. That in turn will cause the bricks to sweat.
