A house will most likely settle if there are bad soil conditions or uncompacted, sub grade materials, a compaction test by a certified testing laboratory is recommended. Under sized footings might be another reason a house might settle.

A house settle's because the weight of the house is pressing down on the earth. The earth becomes more and more compacted as time goes on and settling happens.
