Bumpy rash on chest and buttocks are mostly genetic. It is more common on dry skin. If one avoids waxing, and uses a good scrubber, and moisturizer, rash may reduce.

A bumpy rash on your chest and buttocks could be more then one thing, it could be heat rash, it could be dry skin showing up as minor excema.
